What is God like?

I have heard it said that God acts differently in the New Testament than He did in the Old Testament. The Old Testament was a time of Law where God was more known for His Wrath, but since the time of Jesus and the New Testament we have entered a time of Grace where God is more known for His Love. What do you think of this distinction? What do you like or dislike about it?
Can this perspective be reconciled with Hebrews 13:8 which says, "Jesus Christ is the same yesterday and today and forever"?

Its not that God has changed who he is, but how he reacts when the circumstances change. Before Jesus came to save us, then it was nessesary for God to use more wrath (though I am not entirely sure why), and after Jesus came God could excesice his grace and love more now that there is a way for us to connect with God.
